No. 784/Bill No. 239 <br /> PLACE: Sheraton Keauhou Bay Resort & Hotel <br /> 78 -128 `Ehukai Street <br /> Kailua -Kona, Hawai`i <br /> TIME: 5:33 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> The Committee on Public Safety and Parks and Recreation, to which was referred Bill No. 239, <br /> reports as follows: <br /> Bill No. 239, transmitted by Council Member Guy Enriques, via Communication No. 784, dated <br /> April 7, 2010, is an ordinance amending Chapter 7, Civil Defense, Article 2, and amending <br /> Chapter 29, Water Use and Development, of the Hawai`i County Code 1983 (2005 Edition, as <br /> amended), by establishing a system for public water spigots to be used by the populace to obtain <br /> potable water for everyday needs. This ordinance further provides that during times of <br /> impending or declared disaster, the civil defense agency shall assume control of any or all public <br /> water spigots to ensure water needs in an expeditious, organized, and effective manner. <br /> Council Member Guy Enriques shared that one of the main factor in introducing this measure <br /> was based on the expressed feelings from several members of the community as to the "waiting <br /> time" in the line at the spigots when there are vehicles with large capacity tanks. He also met <br /> with the Civil Defense Department, the Department of Public Works, and the Department of <br /> Water Supply to get input on the matter of water spigots. <br /> Civil Defense Administrator Quince Mento stated that it has no problems with handing over the <br /> water spigots to the Department of Public Works. Mr. Mento also stated that the funding for the <br /> spigots will be transferred into the budget of the Department of Public Works. Civil Defense <br /> will only have authorization of the water spigots in the event of impending or declared <br /> disaster /emergency. <br /> Public Works Director Warren Lee stated that his department will assume the maintenance of the <br /> water spigots and the area around it. <br /> Deputy Director Quirino Antonio of the Department of Water Supply stated that DWS will <br /> maintain the waterline up to the meter. check with Quirino if the meter maintenance is by <br /> DWS. <br /> PSPRC REPORT NO: 28 <br />
