The Honorable J Yoshimoto, Chairman <br /> and Members of the County Council <br /> Page 3 <br /> The property is Neighborhood Commercial — 20,000 square feet (CN -20), which <br /> allows for commercial activities such as a compact shopping center which supplies goods <br /> and services to a residential or working population on a frequent need or convenience <br /> basis. The proposed retail establishment, restaurants, convenience store and automotive <br /> service station are permitted uses within the CN zoning district. Thus, the request <br /> continues to be consistent with the Zoning Code. <br /> The Department of Transportation (DOT), in consultation with the County and <br /> applicant, has identified additional roadway improvements that are needed to address <br /> concerns regarding traffic circulation and safety in the vicinity of the Woodland Center <br /> project. DOT recommends reconnecting the Kahakai Boulevard intersection at Highway <br /> 130 to allow right -turn in and right -turn out movements only, as well as a dual - purpose <br /> auxiliary lane beginning at Pahoa Village Road and ending at Kahakai Boulevard to serve <br /> as an acceleration for vehicles turning right onto Highway 130 from Pahoa Village Road, <br /> a merge lane for vehicles traveling southbound past Kahakai Boulevard, and a <br /> deceleration lane for vehicles turning right into the reopened Kahakai Boulevard. An <br /> acceleration lane with a paved striped island is also recommended for vehicles turning <br /> right out of Kahakai Boulevard onto southbound Highway 130. The Planning <br /> Department and Department of Public Works concurs with the need for these roadway <br /> improvements. Thus, Condition E has been modified to reflect these recommendations. <br /> Additionally, since the applicant has already secured final plan approval for the proposed <br /> development, this requirement has been removed from Condition B. Compliance with all <br /> other conditions of Ordinance No. 03 111 is still required. <br /> Based on the above findings, the proposed amendment to Condition B of <br /> Ordinance No. 03 111 is not contrary to the original reasons for approving the Change of <br /> Zone. <br /> For your favorable consideration, an amendment to Ordinance No. 03 -111 is transmitted. <br />
