REPORT OF THE <br /> COMMITTEE ON HUMAN SERVICES AND ECONOMIC DEVELOPMENT <br /> DATE August 2, 2010 RE: Comm. No 882 (Res 371 -10) <br /> PLACE Councilroom <br /> 25 Aupunr Street <br /> Hilo, Hawai`i <br /> TIME. 4.00 p.m <br /> Your Committee on Human Services and Economic Development, to which was referred <br /> Resolution 371 -10, reports as follows <br /> Resolution 371 -10, transmitted by Council Member Emily Naeole- Beason, via Communication 882, <br /> dated July 19, 2010, authorizes the Office of Housing and Community Development to transfer <br /> twenty -four housing units located in Kawaihae to Council District 5, to be used for transitional <br /> housing <br /> Chair Naeole- Beason relinquished the chair to Vice Chair Dominic Yagong in order to participate in <br /> the discussion. <br /> Council Member Naeole- Beason reminded members that this is her second attempt to bnng forth this <br /> measure, having withdrawn a similar resolution previously She explained that since then, after <br /> in -depth conversations with Housing Administrator Steve Arnett, she became convinced that an effort <br /> to bring these units to the 5 District could be successful. The intent is to create a transitional housing <br /> complex on property near the Pahoa Neighborhood Facility in Pahoa, involving the respective agencies <br /> to apply for zoning and permits, and to utilize the expertise of the community for the labor <br /> Council Member Guy Ennques inquired if there was a way to share some of the units with his district <br /> If so, he would be interested. Council Member Naeole- Beason said she is wilting to do that <br /> Council Member Pete Hoffmann stated that the lease for these units has been expired for some time, <br /> and that there is no way for the units to be used in their present location because of an outdated waste <br /> disposal system. He also would like to have a representative from the Planning Department present <br /> when this matter is brought before the Council. <br /> Council Member Greenwell made a suggestion that Council Member Naeole- Beason contact the <br /> Commander at the Pohakuloa Army base as they may be able to volunteer to assist in transporting the <br /> units. Others suggested the Lions Club, the Rotary Club and other civic organizations <br /> HSEDC Rept 7 <br /> I <br />
