No. 861/Bill 266 <br /> PLACE: Hawai`i County Building <br /> 25 Aupuni Street <br /> Hilo, Hawaii 96720 <br /> TIME: 2:06 P.M. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Public Works and Intergovernmental Relations,. to which was referred <br /> Bill 266, reports as follows: <br /> Bill 266, transmitted by the Director of Public Works Warren H.W. Lee, via Communication <br /> No. 861 dated July 9, 2010, requests Ilawai`i County Code, Chapter 24, Article 10, <br /> Division 1 (Speed Limits) be amended to implement three changes to posted speed limits along <br /> Puainako Street. <br /> Department of Public Works Traffic Division Chief Ron Thiel was present to explain how traffic <br /> is studied and appropriate speed limits assigned to these specific locations. Many factors <br /> determine appropriate speed, not the least of which is driver behavior.
