REPORT OF THE <br /> COMMITTEE ON FINANCE <br /> DATE: September 8, 2010 Re: Comm. No. 885 /Res. No. 373 -10 <br /> PLACE: Councilroom <br /> TIME: 10:00 a.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 373 -10, reports as follows: <br /> Resolution No. 373 -10, introduced by Council Member Brenda Ford via Communication <br /> No. 885, dated July 20, 2010, authorizes the Director of Finance to enter into negotiations for the <br /> acquisition of the Lucile P. Kingman Trust Parcel (TMK: 7 -7 -008: 100). <br /> Bob Fitzgerald, Director of Parks and Recreations, stated he is in support of the resolution. He stated <br /> that the area is a well -used recreational area in Kona. He further stated the concept of having <br /> recreational land on the mauka side of Ali`i Drive would benefit the community. <br /> Ken Van Bergen of Property Management said the Kingman's property is listed fourth on the 2009 <br /> prioritized list. The first three properties on the priority list (Kawa, Pa`o`o, and Lapakahi) are currently <br /> either being purchased, in closing, or under negotiations; therefore, the Kingman's property would be <br /> the next purchase. Mr. Van Bergen also stated that there are sufficient funds in the Public Access, Open <br /> Space and Natural Resources Preservation Fund (2% Land Fund) to purchase the property. <br /> Councilmember Ford stated that the 2% Land Fund will not be used to purchase this parcel, and further <br /> stated that a different source of County funding will be appropriated for this purpose. She mentioned <br /> the property, although unlikely, may be used for a purpose outside of the permissible uses as provided <br /> for in the 2% Land Fund.
