No. 888/Bill No. 273 <br /> PLACE: Councilroom <br /> Hawaii County Building <br /> 25 Aupuni Street <br /> Hilo, Hawaii <br /> TIME: 3:00 p.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Planning, to which was referred Bill 273 reports as follows <br /> Bill 273, transmitted via Communication 888, from Mayor William P. Kenoi, dated <br /> July 7, 2010, presents an amendment to the State Land Use boundaries maps for the County of <br /> Hawai`i by applicant Hawaii Island Community Development Corporation. <br /> Applicant is requesting amendments to the State Land Use district classification from <br /> Agricultural to Urban at Pahoa, North Kohala, Hawaii, for approximately 12 737 acres of land, <br /> covered by Tax Map Key 5 -5- 019:025 and 027 <br /> There was a concurrent application for a Change of Zone to change the district classification <br /> from an Agricultural - 20 acre (A -20a) and Single - Family Residential — 7,500 square feet (RS- <br /> 7 5) to Single -Family Residential — 15,000 square feet (RS -15), Single - Family Residential — <br /> 10,000 square feet (RS -10), Single - Family Residential — 7,500 square feet (RS -7.5), and Open <br /> There was no public testimony Discussion regarding Bill 273 was combined with its sister -bill, <br /> Bill 274 Mr Keith Kato was present, representing the applicant Mr Kato informed your <br /> Committee that this request was for the third phase of a larger project which provides ownership <br /> of homes through a self -help housing program. The first phase, which is completed, consisted of <br /> 24 homes The second phase, which is currently under construction, consists of 19 homes. This <br /> third phase will consist of approximately 45 homes <br /> Your Committee members opined that this type of project was a great benefit to the community, <br /> as affordable housing was made available through the self -help program Council Member Ford <br /> expressed concern regarding the location of the third phase in relation to the wastewater sight, be <br /> received reassurance from Mr. Kato that the location met with Department of Health approval. <br /> Your Committee concurs with the Leeward Planning Commission's and the Planning Director's <br /> favorable recommendation for approval of the amendment to the State Land Use boundaries <br /> maps for the County of Hawaii <br /> PC Report 90 <br />
