No. 943/Bill No. 300 <br /> PLACE: Sheraton Keauhou Bay Resort & Spa <br /> 78 -128 Ehukai Street <br /> Kailua -Kona, Hawaii <br /> TIME: 2:00 p.m. <br /> Council Chair and Members <br /> Hawafi County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Planning, to which was referred Bill No. 300, reports as follows. <br /> Bill No. 300, transmitted via Communication No 943 from Mayor William P Kenoi, dated <br /> August 12, 2010 presents a Change of Zone Request by MEN Real Estate Investment, Inc , at <br /> Halekii and Kanaueue, South Kona, Hawaii, covered by Tax Map Key. 8 -1- 025.011 <br /> Bill 300 seeks to amend Section 25 -8 -4 (South Kona Zone Map), Article 8, Chapter 25, <br /> (Zoning Code) of the Hawaii County Code 1983 (2005 Edition), by changing the district <br /> classification from Single Family Residential — 15,000 square feet (RS -15) to Neighborhood <br /> Commercial — 20,000 square feet (CN -20), for an area of approximately 3 671 acres <br /> There was no public testimony Applicant was represented by Mr. Sidney Fuke and <br /> Mr Ali Ghalamfarsa, both of whom were present at the meeting <br /> Mr Fuke and Mr. Ghalamfarsa informed your Committee that the property was planned to be <br /> used for offices, a pharmacy, medical laboratory and possibly an urgent care medical office <br /> Mr Ghalamfarsa also informed your Committee that the applicant intends to seek LEEDS <br /> certification for the project (a green building rating system known as "Leadership in Energy and <br /> Environmental Design ") <br /> Council Member Brenda Ford stated that she met with Mr Fuke prior to this meeting, and that <br /> she and Mr. Fuke discussed the changes that she wanted to be made in order for her to approve <br /> this request. She then told Mr Fuke to inform your Committee members of the applicant's <br /> intended mitigation for her many concerns regarding the project. <br /> Mr Fuke informed your Committee that the applicant will be making numerous concessions and <br /> alterations to their plans in order to accommodate Ms Ford's concerns, including improvements <br /> to Haukapila Street, improvements to an existing eucalyptus grove, traffic signahzation at the <br /> intersection of Halekaupila Street and Halekii Street, wastewater systems, fencing and <br /> installation of photovoltaic units. <br /> PC Report No 96 <br />
