REQUEST: <br /> Request to amend Ordinance 10 -60, Capital Improvement Budget, to include an appropriation for the <br /> following project: <br /> Honoka`a Large Capacity Cesspool Replacement — $976,000 from State Revolving Fund <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> The Honoka`a Large Capacity Cesspool Replacement project involves the design and installation of new <br /> sewer mains (Phase I) and upgrades to the existing Wastewater Treatment Plant (Phase II) located in Haina <br /> Town. Both phases in this project represent a wastewater collection and treatment/disposal solution to the <br /> County's large capacity cesspool replacement project and also assists the State facilities and businesses as <br /> they close their large capacity cesspools. (Owners of large capacity cesspools are being required to close <br /> such cesspools in order to meet federal Environmental Protection Agency requirements to eliminate large <br /> capacity cesspools). <br /> Phase I of this project is very near to completion and Phase II is tentatively scheduled to go out to bid in <br /> October 2010. The construction for Phase II of this project will be funded through the State Revolving Fund <br /> loan program.
