No. 756/Bill No. 229 <br /> PLACE: Councilroom <br /> Hawaii County Building <br /> 25 Aupuni Street <br /> Hilo, Hawaii <br /> TIME: 4:30 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Planning, to which was referred Bill No. 229, reports as follows: <br /> Bill No. 229, transmitted via Communication No. 756, from Mayor William P. Kenoi, dated <br /> February 25, 2010, presents a Request for a Change of Zone from Single Family Residential <br /> 7,500 square feet (RS-7.5) to a Multiple-Family Residential —2,500 square feet (RM-2.5) at <br /> Waiakea, South Hilo, Hawai`i, covered by Tax Map Key: 2-4-028:009, for approximately 3.292 <br /> acres of land in size. The property is located along the end of Hualalai Street, west of the <br /> Hualalai Street—Hale Nani Street intersection. <br /> There was no public testimony regarding Bill No. 229. <br /> Bobbie Jean Leithead Todd, Director of the Department of Planning appeared before your <br /> Committee. The applicant, Vincent Tai, also appeared before your Committee. Mr. Tai <br /> informed your Committee that the project will be single-family townhouse units. Mr. Tai stated <br /> that there would be an affordable housing component, but nothing would be finalized until after <br /> the rezoning process was complete. <br /> Director Leithead Todd stated that there will be two parking spaces per unit. She further stated <br /> that the units will be two-story townhouse units, not four-story apartment or condominium units. <br /> Council Member Pete Hoffmann stated that he wanted to see a Traffic Impact Assessment <br /> Report prepared in conjunction with the adjoining Boschetti project. <br /> Council Member Brenda Ford stated that she did not want to see another cul-de-sac project. She <br /> stated that she would require the applicant to utilize the driveway of the adjoining Boschetti <br /> property for an emergency access. Council Member Ford was reminded that the applicant <br /> cannot control the property of another landowner. The applicant stated that he would try to work <br /> with the adjoining property owner to see if the subject project would be allowed to utilize the <br /> adjoining property's driveway. <br /> PC Report 73 <br />
