REPORT OF THE COMMITTEE ON PUBLIC WORKS <br /> AND INTERGOVERNMENTAL RELATIONS <br /> DATE: October 19, 2010 Re: Comm. No. 936/Bill 298 <br /> PLACE: Sheraton Keauhou Bay Resort and Spa <br /> 78-128 Ehukai Street <br /> Kailua-Kona, Hawai`i 96740 <br /> TIME: 6:15 PM <br /> Your Committee on Public Works and Intergovernmental Relations, to which was referred <br /> Bill 298, reports as follows: <br /> Bill 298, transmitted via Communication No. 936 from Council Member Dennis "Fresh" Onishi, <br /> amend Chapter 27, Article 2, Section 27-12, and Article 4, Section 27-17, Section 27-18, and <br /> Section 27-23 of the Hawai`i County Code 1983 (2005 Edition, as amended),relating to <br /> Floodplain Management. <br /> There were twelve testifiers, nine spoke in support and three had questions. <br /> Director of the Department of Environmental Management Frank DeMarco, and Director of <br /> Public Works Warren Lee were present to answer questions. Council member Brenda Ford <br /> reviewed some of her past interactions with Mr. Galen Kuba of Public Works and also Mr. Frank <br /> DeMarco, former Public Works Flood Control Projects Manager. <br /> Director Lee stated the amendments are agreeable to the Department of Public Works and are in <br /> accordance with State law and FEMA requirements. <br /> Ms. Ford inquired about updates to the Flood Insurance Rate Maps (FIRM), Mr. DeMarco said <br /> they had not been updated, but that many areas have had studies completed, incompliance with <br /> federal standards.
