BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> The basis for the increase in the appropriation is to include funding for engineering <br /> design, Right of Way acquisition and construction costs. <br /> The prior funding request of $600,000 was for planning and preliminary engineering <br /> design and did not include the entire engineering design, Right of Way acquisition and <br /> construction costs.
