(Guide for Development of Bicvcle Facilities, <br /> 1991, American Association of State Highway and Transportation Officials, <br /> Washington DC, 1991, or Bike Plan Hawaii 1994) <br /> • Creative design work by County engineers is needed to incorporate safety within <br /> existing right of way.
