If passed by the Council majority, the Bill would put into place a <br /> Concurrency Program for the County of Hawaii. Concurrency is an infrastructure finance policy <br /> implemented by communities across the country designed to match public facilities with private <br /> development. Concurrency requires developers to pay for infrastructure needed to serve new <br /> urban land development. <br /> Planning Director, Ms. Leithead -Todd, argues against concurrency saying the County policy of <br /> fair share will deal with infrastructure inadequacy, however, developers have a history of <br /> turning fair share into unfair shares. <br /> Most of us could support new developments consistent with the goals and objectives adopted <br /> within the Kona Community Development Plan if they paid the full impact of their use. We <br /> need concurrency because fair share does NOT work. <br /> Please vote for Bill number 215.
