Under the <br /> Land Use Commission Rules, one of the standards for considering an area for urban <br /> reclassification states that "It shall include lands in appropriate locations for new urban <br /> concentrations and shall give consideration to areas of urban growth as shown on the state <br /> and county general plans." The property conforms to this standard as it is situated in the <br /> area designated for urban expansion in the General Plan. Additionally, there are three <br /> large commercial and /or light industrial projects, which are within 1,600 feet of this <br /> project. Lastly, the project site is situated in the Hawaiian Ocean View Estates <br /> subdivision and across from the Hawaiian Ranchos subdivision, areas that have seen a <br /> significant growth in population over the past couple of decades. <br /> Lastly, the reclassification action conforms to the goals, objectives and /or policies <br /> articulated in the Hawai`i State Plan including the objective to "encourage an increase in <br /> economic activities and employment opportunities on the neighbor islands consistent with <br /> community needs and desires." <br /> The reclassification action also conforms to the following goals, policies and <br /> standards of the Land Use and Economic General Plan Elements and the General <br /> Plan LUPAG Map: The Land Use Pattern Allocation Guide (LUPAG) Map component <br /> of the General Plan is a representation of the document's goals and policies to guide the <br /> coordinated growth and development of the County. It reflects a graphic depiction of the <br /> physical relationship among the various land uses. The LUPAG Map establishes the <br /> basic urban and non -urban form for areas within the County. The proposed request <br /> conforms to the LUPAG Map, which designates the property as Urban Expansion Area, <br /> which allows for a mix of high density, medium density, low density, industrial, <br /> industrial- commercial and /or open designations in areas where new settlements may be <br /> desirable, but where the specific settlement pattern and mix of uses have not yet been <br /> determined. <br /> The reclassification request would further the County's goals of providing an <br /> economic environment which allows new or existing businesses to expand and diversify <br /> the County's economic base, and also increase choice of occupations. The proposed use <br /> would be consistent with the following goals, policies and standards of the Economic, <br /> Land Use, Commercial and Industrial Elements of the General Plan. <br />
