The Honorable J Yoshimoto, Chairman <br /> and Members of the County Council <br /> Page 5 <br /> Commercial Element: <br /> • Provide for commercial developments that maximize convenience to users. <br /> • Urban renewal, rehabilitation, and/or redevelopment programs shall be undertaken <br /> in cooperation with communities, businesses and governmental agencies. <br /> • Distribution of commercial areas shall meet the demands of neighborhood, <br /> community and regional needs. <br /> • The development of commercial facilities should be designed to fit into the locale <br /> with minimal intrusion while providing the desired services. Appropriate <br /> infrastructure and design concerns shall be incorporated into the review of such <br /> developments. <br /> Industrial Element: <br /> • Designate and allocate industrial areas in appropriate proportions and in keeping <br /> with the social, cultural, and physical environments of the County. <br /> • Provide flexibility within the Zoning Code to accommodate emerging new <br /> industries. <br /> • Industrial- commercial mixed use districts shall be provided in appropriate <br /> locations. <br /> The applicant's request will be providing residents who live in the Hawaiian <br /> Ocean View Estates and Hawaiian Ranchos subdivisions and surrounding subdivisions <br /> more opportunities for services and employment, which will be located closer to their <br /> residence than traveling to Kona, Hilo or other towns for these services. <br /> The Urban classification conforms to the standard that the development is <br /> within reasonable proximity to centers of trading and employment except where the <br /> development would generate new centers of trading and employment. The property <br /> is in close proximity of three commercial centers previously approved by Special Permits, <br /> which provide employment and offers services to residents in the area, and conforms with <br /> the Land Use Commission Rules which encourages urban developments in close <br /> proximity to existing developments and in close proximity to existing services and <br />
