The Honorable J Yoshimoto, Chairman <br /> and Members of the County Council <br /> Page 8 <br /> The applicant is requesting a Change of Zone from an Agricultural 1 -acre (A -la) <br /> to an Industrial- Commercial Mixed -three acre (MCX -3a) zoned district for 3.183 acres of <br /> land. The applicant is also requesting a State Land Use Boundary Amendment from the <br /> Agricultural to the Urban District. The applicant proposes to develop three (3) mini <br /> storage structures totaling 7,800 square feet in size. The proposed development includes: <br /> • Three (3) one -story structures, one (1) approximately 2,000 square feet in size, <br /> one (1) approximately 2,800 square feet in size and one (1) approximately 3,000 <br /> square feet in size. There will be a total of sixty (60) storage units available. <br /> • 30 parking stalls, including handicap and loading stalls. <br /> • Private water system. The water will have to be trucked in from another area. <br /> The construction cost is approximately 1 million dollars with the completion date <br /> approximately one (1) year after all development permits are secured. <br /> In the past, the trend in the area of the Hawaiian Ocean View Estates and <br /> Hawaiian Ranchos Subdivisions has been to issue Special Permits for urban type uses in <br /> appropriate locations. These established uses include, but are not limited to, a general <br /> store, gas station, post office, hardware store, restaurants, and other types of commercial <br /> and industrial uses on both sides of the Hawai`i Belt Road (Highway 11) within these two <br /> subdivisions. Additionally, there have been several Special Permits approved in the <br /> vicinity of the proposed request. These include LUC Permit No. 6, which allowed the <br /> establishment of a restaurant & bar and realty office located on the property to the east <br /> across Hawai`i Boulevard. Additionally, Special Permit No. 637 was approved to allow <br /> the establishment of a new hardware store, postal facility and commercial building on <br /> approximately 2 acres of land (Ocean View Town Center), which is along the highway <br /> within Hawaiian Ocean View Estates, approximately 1,600 feet east of the location of the <br /> subject property. Lastly, Special Permit No. 653 was approved to allow a variety of <br /> commercial and industrial uses, including an open storage facility, a farmer's market and <br /> all uses permitted within the Industrial- Commercial Mixed Use (MCX) zoned district <br /> (Pohue Plaza), which is along the highway within Hawaiian Ranchos, approximately <br /> 1,400 feet east of the location of the subject property. <br />
