COUNTY OF HAWAII <br />RESOLUTION NO. <br />STATE OF HAWAII <br />27 11 <br />f• • f <br />RESOLUTION AUTHORIZING THE DIRECTOR OF FINANCE TO NEGOTIATE A <br />FIVE -YEAR LEASE WITH HOPE SERVICES HAWAII, INC. FOR THE PURPOSE OF <br />PROVIDING HOUSING AND SERVICES TO HOMELESS PERSONS AT A SET <br />LEASE RENTAL AMOUNT OF TEN DOLLARS PER YEAR. <br />WHEREAS, the Office of Housing and Community Development ( "OHCD ") has, over <br />the last 20 years, sought to develop a comprehensive housing program to serve homeless persons <br />in West Hawaii; and <br />WHEREAS, the County of Hawaii ( "County ") acquired a parcel of land in Kailua- <br />Kona, identified as Tax Map Key 3/7- 4- 010:020 (the "Property "), for the purpose of providing <br />housing and support services to homeless persons in West Hawai' i; and <br />WHEREAS, the County constructed on the Property a facility known as the Friendly <br />Place, which has been operated by the Office for Social Ministry and has been successfully <br />providing the service component of this housing program since 2006; and <br />WHEREAS, the County recently utilized federal, state and County funds to construct <br />another facility on the Property, known as the West Hawaii Emergency Program Facility, to <br />provide the housing component of the program; and <br />WHEREAS, the West Hawaii Emergency Program Facility will function in <br />collaboration with The Friendly Place, as one program, to provide both housing and services to <br />homeless individuals; and <br />WHEREAS, the OHCD has determined that HOPE Services Hawaii, Inc. is a qualified <br />non - profit organization whose predecessor, the Office for Social Ministry, has successfully <br />demonstrated its capacity to run housing programs for the homeless; and <br />WHEREAS, Chapter 2, Article 19, Section 2- 120(a)(2), Hawaii County Code, as <br />amended, provides that the County Council may direct the Finance Director to negotiate the <br />disposition of real property by lease to non -profit organizations at such rentals and on such terms <br />and conditions as deemed proper without notice or appraisal. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY <br />OF HAWAII, that the Finance Director is hereby authorized to negotiate a five -year lease with <br />HOPE Services Hawai' i, Inc. for the purpose of operating both the Friendly Place and West <br />Hawaii Emergency Program Facility as one program, in order to provide housing and services <br />to homeless persons, with terms to include a duration of one year and continue on a month -to <br />
