COUNTY OF HAWAII <br />M tv Or M, <br />4t O F•N�,.1� <br />RESOLUTION NO. <br />STATE OF HAWAII <br />24 it <br />( DRAFT 2 ) <br />RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS OF A LATER FISCAL <br />YEAR AND OF MORE THAN ONE FISCAL YEAR FOR ONE (1) D8 BULLDOZER OR <br />EQUIVALENT. <br />WHEREAS, Section 10 -11 of the Hawai'i County Charter requires that any <br />contract, lease or other obligation requiring payment of funds from the appropriations of <br />a later fiscal year or more than one fiscal year be approved by resolution; and <br />WHEREAS, the Department of Health requires that there is equipment available <br />at all times to properly manage daily solid waste at both the Hilo and Pu'uanahulu <br />Landfills; and <br />WHEREAS, the County needs two bulldozers at each landfill to provide <br />reciprocal backup when either bulldozer requires maintenance or repair; and <br />WHEREAS, the County already has a single, County -owned D8 bulldozer at the <br />Hilo Landfill; and <br />WHEREAS, the County has been renting a privately owned D8 bulldozer on a <br />month -to -month basis as a backup for the County's D8 bulldozer at the Hilo Landfill; and <br />WHEREAS, the County wants to eliminate the need to rent a privately owned <br />bulldozer at the Hilo Landfill; and <br />WHEREAS, a new D8 Waste Handler Series Bulldozer or equivalent, is needed <br />to meet the Department of Health's requirement at the Hilo Landfill to have equipment <br />available at all times; and <br />
