RULE NO. 6 <br />STANDING COMMITTEES <br />1. Standing committees have a continuing existence. There shall be eight (8) <br />standing committees as follows: <br />(a) Committee on Finance <br />(b) Committee on Planning <br />(c) Committee on Public Works and Parks and Recreation <br />(d) Committee on Governmental Relations <br />(e) Committee on Human Services, Social Services and Public Safety <br />(f) Committee on Economic Development and Mass Transit <br />(g) Committee on Environmental Management <br />(h) Committee on Agriculture, Water and Energy Sustainability <br />2. The scope and responsibilities of the standing committees shall include, but not <br />be limited to, the following: <br />(a) Committee on Finance: <br />(1) Matters related to auditing, budget, capital improvement projects, <br />improvement districts, lease agreements, appropriations, general <br />obligation and revenue bonds, taxes, intergovernmental revenues, <br />grants, licenses, data systems, procurement policies, open space <br />acquisitions, land acquisition, district contingency relief funds, <br />personnel transactions, and associated fees. <br />(2) Matters related to the establishment of the annual County <br />operating and capital budgets, including the setting of real <br />property tax rates. <br />(b) Committee on Planning: <br />Matters related to public lands, general plan, community <br />development plans, subdivisions, zoning, land use, infrastructure <br />requirements, coastal zone management, historic sites and trails, <br />cultural resources, street names, public access, and associated <br />fees. <br />9 <br />
