Form #: B -52
7/18/91
DEPARTMENT OF FINANCE
REQUEST FOR COUNCIL ACTION
DEPARTMENT
Environmental Management (DEM) DATE
January 13, 2011
STAFF CONTACT
Frank DeMarco. PE
PHONE
961 -8083
A. REQUEST:
Resolution authorizing the payment of funds of a later fiscal year and of a multi - fiscal year contract for
organic waste diversion and compost operations in West Hawai'i and East Hawai'i.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The current contract extension for greenwaste operations expires on 6/30/11. The annual cost for this
contract is approximately $1,800,000. The Department of Environmental Management (DEM) intends to
issue a Request for Proposals to expand organic waste diversion and establish compost operations at the
South Hilo Sanitary Landfill and the West Hawaii Sanitary Landfill. The DEM intends to continue providing
green waste drop -off sites at Recycling and Transfer Stations for convenience of residents, including Kailua-
Kona. Through research of the industry, we have determined that a multi -year contract is necessary to
enable return on investment, and a ten (10) year contract will provide the best opportunity for cost - effective
organics diversion and compost operations. Establishing organics diversion sites and compost operations
are a necessary part of any plan toward banning organics from the landfill by 2012, as requested in Council
Resolution No. 826 -08.
SIGNED: 'R DATE: January 13, 2011
Department Head
