COUNTY OF HAWAII <br />JMtV ^uF M1�Y <br />STATE OF HAWAII <br />•r rt OF MF'� <br />RESOLUTION NO. <br />36 11 <br />A RESOLUTION AUTHORIZING THE COUNTY OF HAWAII TO ENTER INTO A <br />MULTI -YEAR CONTRACT FOR ELECTRONIC AND PRINTED LEGAL RESEARCH <br />FOR THE OFFICE OF THE CORPORATION COUNSEL. <br />WHEREAS, Section 10 -11 of the Hawaii County Charter requires that any <br />contract, lease or other obligation requiring payment of funds from the appropriations of a <br />later fiscal year or more than one fiscal year be approved by resolution; and <br />WHEREAS, the County wishes to enter into a multi -year contract with West, a <br />Thomson Reuters Business, for electronic and printed legal research for the Office of the <br />Corporation Counsel for a five (5) year contract term of $46,704 per year plus tax with a 3% <br />increase per year, the five (5) year total of which is anticipated not to exceed $250,000 plus <br />tax; and <br />WHEREAS, without a contract for the year 2010 alone the retail cost of legal <br />research done by the County excluding use by the Office of the Prosecuting Attorney would <br />have been $423,736.99 based on a per use charge; and <br />WHEREAS, the Office of the Corporation Counsel has been able to negotiate a <br />favorable rate for a multi -year contract increasing 3% per year instead of the original 5% <br />per year increase, which has resulted in further savings to the County; and <br />WHEREAS, this legal researching capability has been used to assist all County <br />departments, as well as the Council staff, and is a requirement in today's legal environment. <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the <br />Council of the County of Hawaii hereby authorizes the Mayor to enter into a multi -year contract <br />
