REPORT OF THE <br />COMMITTEE ON PLANNING <br />DATE: February 1, 2011 <br />PLACE: Council Chambers <br />Hilo, Hawaii <br />TIME: 5:00 p.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Re: Comm. 48 /Bill 14 <br />Your Committee on Planning, to which was referred Bill 14, reports as follows: <br />Bill No. 14, transmitted by Mayor William P.
