COUNTY OF HAWAII <br />RESOLUTION NO. <br />STATE OF HAWAII <br />4.3 11 <br />RESOLUTION URGING MAYOR WILLIAM P. KENOI TO REQUEST GOVERNOR <br />NEIL ABERCROMBIE TO RELEASE THE $18.1 MILLION ALLOTMENT FROM <br />THE GENERAL OBLIGATION BOND FUND FOR THE KA`U HIGH AND PAHALA <br />ELEMENTARY SCHOOL GYMNASIUM /CIVIL DEFENSE SHELTER. <br />WHEREAS, the existing Ka`u High and Pahala Elementary School gymnasium, <br />originally constructed around 1936, is not an adequate civil defense shelter and is far too small <br />for the needs of Ka`u High and Pahala Elementary School or the surrounding community; and <br />WHEREAS, due to significant risk of volcanic eruption, lava flow, increased vog <br />emission, earthquake, tsunami and flash flooding, the Ka`u High and Pahala Elementary School <br />is in critical need of a new gymnasium and civil defense shelter; and <br />WHEREAS, on November 10, 2010, Mayor William P. Kenoi submitted a written <br />request to Governor Linda Lingle asking that the State release the $18.1 million authorized <br />expenditure for the design, construction, and equipment for the Ka`u High and Pahala <br />Elementary School gymnasium; and <br />WHEREAS, the State has not released the $18.1 million and the need for these funds is <br />critical to the health, safety and welfare of the Ka`u and Pahala community; and <br />WHEREAS, a copy of the November 10, 2010, letter to Governor Linda Lingle <br />requesting release of the appropriated funds pursuant to the expenditure authorized under Act <br />162 of the Session Laws of Hawaii (SLH) 2009, as amended by Act 180 SLH 2010, Section 62, <br />Item 5- K011.02, is attached hereto as Exhibit "A" and incorporated herein by reference; now, <br />therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII, that the <br />Mayor is urged to submit a follow -up request to Governor Neil Abercrombie for release of the <br />
