No. 254-00 <br /> <br /> PLACE: Council Chambers <br /> TIME: 10:35 A.M. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 254-OQ, reports as follows: <br /> Resolution No. 254-00, transmitted jointly with Bill No. 253 by Finance Director Harry Takahashi, via <br /> Communication No. 770, dated May 1, 2000, authorizes the County of Hawaii to enter into an <br /> agreement with the State Department of Attorney General Crime Prevention and Justice Assistance <br /> Division for a Clandestine Drug Response Program grant. <br /> This grant is provided to enhance the ability of the Hawaii County Police Department to conduct <br /> aggressive, comprehensive and coordinated law enforcement activities to detect, identify, access, and <br /> counter or neutralize clandestine drug manufacturing laboratories by training officers and purchasing the <br /> <br /> proper equipment. <br /> The Hawaii County Police Department is ready and willing to proceed with its obligations under the <br /> Clandestine Drug Lab Response Program. <br /> Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent of the <br /> council to enter into agreements with the federal or state governments respecting action to be taken <br /> pursuant to any of the powers granted by law to furnish, expend and receive any funds or other <br /> assistance in connection with projects being or to be undertaken pursuant to those powers. <br /> Due to the recent deferral of a similar grant, some members of Your Committee expressed concerns as <br /> to the validity of the certification to accept grant monies as entered into by the current Police Chief. <br /> However, Your Committee voted in favor of this Resolution, and its accompanying Bill, with the <br /> understanding that an official opinion from the Department of Justice will be requested. <br /> Your Committee on Finance is in accord with the purpose and intent of Resolution No. 254-00 and <br /> recommends its adoption. <br /> smc <br /> Hues rvoes n&e ex Respectfully submitted <br /> CHUNG X <br /> ELARIONOEP x COMMITTEE ON FINANCE <br /> JACOBSON X <br /> LEITHEAD-TODD X ~~/'~lo,~ <br /> PISICCHIO X a`//) Jv~~l <br /> SMITH X <br /> TvLER x AARON S.Y.
