Honorable Dominic Yagong, Chair and <br />Members of the Hawaii County Council <br />February 24, 2011 <br />Page 4 <br />The County's most recent purchases in 2010 for 151 acres in Kaiholena and 10.61 acres <br />in Pa`o`o, North Kohala both include the Ala Kahakai National Historic Trail. Staff from <br />P&R and Finance, Property Management has already met with representatives from <br />National Park Service (NPS) to discuss the long-term management and stewardship of <br />these properties. NPS has expressed their willingness to support the County as well as <br />the numerous 501(c)(3) community groups in the area who are readily available to assist <br />with passive management and enter into a PCPP, MOU if necessary. <br />As you can see from the foregoing, community support and collaboration with federal <br />and/or state departments is vital to the long-term management of these properties. Due to current <br />budget constraints we must seek alternative funding sources; however acquiring properties for <br />preservation purposes without funding for management and stewardship is irresponsible on the <br />County's behalf. Since the County is actively pursuing acquisition of additional properties <br />moving forward, it will be important to provide funding for their maintenance. <br />Recommendations <br />Finally, as my formal recommendation in connection with what has been submitted by <br />the Public Access, Open Space and Natural Resources Preservation Commission, I would <br />recommend that the County Council endorse the list as presented by the Commission. The 2010 <br />Prioritized List is as follows: <br />Priority <br />Number Property <br />1. Pohoiki Bay <br />2. Keawenui Access Easement <br />3.
