Paul Kealoha <br />said. Thus far in 2011, the <br />device has been used once, <br />he said. <br />When an officer uses a <br />stun gun, he must immedi- <br />ately notify his supervisor <br />and file a report, Kealoha <br />said. That report is submit- <br />ted to the police chief and <br />the Special Response Team <br />lieutenant, who is respon- <br />sible for training related to <br />the department's use of the <br />weapon, he said. <br />Using the device in a <br />manner inconsistent with <br />police policies can result in <br />discipline, Kealoha said. <br />The other lawsuit, filed <br />by Seitz in January on behalf <br />of Russell Doi, claims that <br />Officers Jo Aoki and Ryan <br />Pagan violated Doi's consti- <br />tutional rights when arrest- <br />ing him following a dispute <br />between siblings regarding <br />Power of attorney over their <br />father, according to the law- <br />suit. <br />According to the suit, <br />Doi returned home with his <br />father on Oct. 8, 2009, to <br />find police and his siblings <br />at the home. After present- <br />ing the officers with power- <br />of- attorney paperwork, Doi <br />moved to one side of his <br />car to see if his father was <br />still inside. Aoki allegedly <br />pushed Doi, causing him to <br />fall on a vehicle and cut his <br />left forearm. <br />When Doi "bounced off <br />the vehicle," Aoki allegedly <br />put Doi in a headlock and <br />twisted Doi's neck. When <br />Aoki saw Doi was bleed- <br />ing, he released him and <br />Doi went inside the home, <br />according to the suit. <br />Later, Doi came back <br />outside and began yelling <br />and questioning his siblings. <br />The officers ordered Doi to <br />the ground, where he was <br />handcuffed and arrested for <br />disorderly conduct. He was <br />later released on bail and <br />the charges against him <br />were dropped, according to <br />the suit. <br />Police Chief Harry Kubo- <br />jiri is also named in the <br />lawsuit because he alleg- <br />edly "failed and/or refused <br />to properly train, supervise, <br />and/or discipline police offi- <br />cers under (his) supervision <br />and control thereby proxi- <br />mately and directly causing <br />the injuries" to Doi, accord- <br />ing to the suit. <br />E -mail Chelsea Jensen at <br />cjensen@ westhawaiitoda y. com. <br />
