N�Vlos NFL <br /> COUNTY OF HAWAII '•• STATE OF HAWAII <br /> ',T OF <br /> RESOLUTION NO. 57 11 <br /> RESOLUTION URGING MAYOR WILLIAM P. KENOI, IN CONJUCTION WITH THE <br /> MAYORS OF KAUAI, MAUI, AND THE CITY AND COUNTY OF HONOLULU AND <br /> THE GOVERNOR, TO NEGOTIATE A NEW AGREEMENT WITH THE POLICE AND <br /> FIRE BARGAINING UNITS THAT GIVES THE COUNTY OF HAWAII THE <br /> AUTHORITY TO IMPLEMENT A MINIMUM FIVE PERCENT WAGE REDUCTION <br /> FOR PERSONNEL THAT WERE NOT SUBJECT TO THE FURLOUGH PROGRAM <br /> IMPLEMENTED IN FISCAL YEAR 2010 -2011. <br /> WHEREAS, Mayor William P. Kenoi joined other Mayors in the State of Hawaii <br /> in successfully negotiating an agreement with the various public employee bargaining units <br /> to incorporate 24 furlough days in the fiscal year 2010 -2011 operating budget for the County <br /> of Hawaii; and <br /> WHEREAS, only certain employees of the County of Hawaii Police and Fire <br /> Departments were required to take the two -day a month furlough that the majority of County <br /> employees were subject to; and <br /> WHEREAS, over the last four years the bargaining units of the Police and Fire department <br /> employees received well - deserved pay raises amounting to 22% and 20% respectively, and a <br /> determination was made to not furlough these essential public safety personnel during fiscal year <br /> 2010 -2011; and <br /> WHEREAS, the County of Hawai`i's financial picture has not improved at the same rate as <br /> the other three counties in the State of Hawaii, resulting in the deferment of expenditures into fiscal <br /> year 2012 -2013 to achieve a balanced budget proposal; and <br /> WHEREAS, in the proposed 2011 -2012 operating budget message submitted by Mayor <br /> Kenoi on March 1, 2011, it states in part that "...we now contend with a $38.8 million shortfall." ; <br /> and <br />
