KENOI, IN CONJUNCTION WITH <br /> THE MAYORS OF KAUAI, MAUI, AND THE CITY AND COUNTY OF HONOLULU <br /> AND THE GOVERNOR, TO NEGOTIATE AN AGREEMENT WITH THE VARIOUS <br /> EMPLOYEE BARGAINING UNITS THAT ALLOWS THE COUNTY OF HAWAII <br /> THE FLEXIBILITY TO CONTINUE THE CURRENT FURLOUGH PROGRAM <br /> IMPLEMENTED IN THE 2010 -2011 OPERATING BUDGET FOR THE FISCAL YEAR <br /> 2011 -2012. <br /> WHEREAS, Mayor William P. Kenoi joined other Mayors in the State of <br /> Hawaii in successfully negotiating an agreement with the various public employee <br /> bargaining units to include 24 furlough days in the fiscal year 2010 -11 operating budget <br /> for the County of Hawaii; and <br /> WHEREAS, this difficult step was taken in response to a $44 million shortfall in <br /> the County of Hawai`i's operating budget; and <br /> WHEREAS, the inclusion of the furloughs saved the County of Hawaii <br /> approximately $7,000,000 in salary and wage expenditures for fiscal year 2010 -2011; and <br /> WHEREAS, in the proposed fiscal year 2011 -2012 operating budget message submitted <br /> by Mayor Kenoi on March 1, 2011, it states in part that "...we now contend with a $38.8 million <br /> shortfall." ; and <br /> WHEREAS, the County of Hawai`i's financial picture has not improved at the same rate <br /> as the other three counties in the State of Hawaii resulting in the deferment of expenditures into <br /> fiscal year 2012 -2013 to achieve a balanced budget proposal; and <br /> WHEREAS, the State of Hawaii anticipates a $1.3 billion budget shortfall over the next <br /> two years based on the March 29, 2011, estimates from the Council on Revenues, which may <br /> result in reduced tax allotments from the State to the County creating the possibility of a <br /> significant reduction in revenue for fiscal year 2012 -2013; and <br /> WHEREAS, due to ongoing collective bargaining discussion, furloughs were not <br /> included in the proposed budget for fiscal year 2011 -2012, which resulted in an increase of an <br /> estimated $7,000,000 in salary and wage expenditures; and <br /> WHEREAS, the State and its Counties are currently in negotiations with the various <br /> bargaining units and can during the course of those negotiations obtain an agreement to continue <br /> the County employee furloughs for the County of Hawaii for the upcoming fiscal year; and <br />
