If the rules are not spelled <br /> out in the County code, there are those who will disregard the laws set by the U.S. <br /> Supreme Court. A fair, equitable and legal redistricting plan is what is needed and <br /> needed now. The additional criteria that is proposed by Councilwoman Ford gives the <br /> Redistricting Commissioners, when appointed, a real understanding of the law on <br /> redistricting. Also, these criteria give the public the rules by which the Commission: <br /> must draw council district boundaries. <br /> As you know, Puna was the largest loser in the previous redistricting plan, which is <br /> definitely not fair. Let's hope that the new redistricting (reapportionment) plan will be <br /> justly and fairly drawn.
