WHEREAS, the Commission submitted to Mayor William P. Kenoi the Hawai`i County <br /> Public Access, Open Space and Natural Resources Preservation Commission 2010 Annual <br /> Report to the Mayor dated December 27, 2010, as required by Chapter 2, Article 42, Section 2- <br /> 217(2), Hawai`i County Code 1983 (2005 Edition, as amended); and <br /> WHEREAS, via Communication No. 117 dated February 24, 2011, Mayor William P. <br /> Kenoi, pursuant to Chapter 2, Article 42, Section 2 -218, Hawai`i County Code 1983 (2005 <br /> Edition, as amended), transmitted to the Hawai`i County Council his formal recommendation in <br /> connection with the Commission's 2010 Report and Priority List and recommended that the <br /> County Council endorse the list as presented by the Commission; and <br /> WHEREAS, in its 2010 Report and Priority List, the Commission identified Pohoiki Bay <br /> as Priority Number 1 for acquisition, the prioritized ranking order being based upon reported <br /> urgency, anticipated use, significance and benefit to the public and special opportunities <br /> available for acquisition and management; and <br /> WHEREAS, pursuant to the Commission's December 27, 2010, Annual Report, <br /> acquisition of Pohoiki Bay and its ranking as Priority Number 1 is based upon protection of the <br /> historically significant canoe landing site, the preservation of cultural and burial sites, and <br /> significant stands of Milo and Kamani trees; and <br /> WHEREAS, another special feature of Pohoiki Bay that is very popular with residents <br /> and visitors is a hot pond located on the property that is depicted on the map attached hereto as <br /> Appendix 1; and <br /> WHEREAS, attached as Appendix 2 is a copy of the "Native Forest Management Plan" <br /> by Skibs Nehls, President of Basic Image, Inc., which outlines a commitment to provide proper <br /> management and care for Pohoiki Bay; now, therefore, <br /> 2 <br />
