A RESOLUTION APPROVING THE ESTABLISHMENT OF A SISTER -CITY <br /> RELATIONSHIP BETWEEN KUMEJIMA AND THE COUNTY OF HAWAII, AND <br /> AUTHORIZING THE MAYOR OF THE COUNTY OF HAWAII TO ENTER INTO A <br /> FORMAL SIGNED AGREEMENT. <br /> WHEREAS, the Mayor of the County of Hawai`i and the Hawai`i County <br /> Council have jointly promoted a Sister -City program to foster friendship and understanding <br /> among all of the world, particularly those in the Pacific Basin; and <br /> WHEREAS, the Sister -City program benefits the people of the affiliated cities <br /> through the exchange of cultural exhibits, educational programs, agricultural pursuits, <br /> information relative to economic development of mutual interest, and other matters of common <br /> interest; and <br /> WHEREAS, contact has been made between officials of the government of <br /> Kumejima and the County of Hawai`i to discuss the establishment of a Sister -City relationship <br /> between Kumejima, Okinawa and the County of Hawai`i; and <br /> WHEREAS, Kumejima and Hawai`i island share commonalities, as Kumejima and <br /> Hawai`i island are two of the few locations in the world where a deep -sea pipe has the ability to <br /> bring up cold sea water, an asset with the potential to meet three of the world's most pressing <br /> needs for food, clean energy, and fresh water; and <br /> WHEREAS, Kumejima and Hawai`i island are said to be the most beautiful islands in <br /> their respective island chains relying on the economies of tourism, construction, and sugar cane <br /> to support their populations, as well as cultural commonalities such as the Kumejima Hari - <br /> Dragon Boat Race and the Hawai`i island's annual Queen Lili`uokalani Canoe Race; and <br /> WHEREAS, this resolution will be augmented with written covenants between the <br /> mayors of both the County of Hawai`i and Kumejima, to be supported additionally with a signed <br /> service agreement citing agreed responsibilities for the County of Hawai`i, Kumejima, and the <br /> Kumejima sister -city sponsor, Friends of NELHA; now, therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that <br /> pursuant to Chapter 2, Article 31, Section 2 -165 of the Hawai`i County Code 1983 (2005 <br /> Edition, as amended), a Sister -City program be established between the County of Hawai`i and <br /> the good people of Kumejima, Okinawa; and <br /> BE IT FURTHER RESOLVED that the aforementioned agreements will be duly signed <br /> by the appropriate officials of Kumejima and the County of Hawai`i at a future visitation by <br /> Kumejima to the County of Hawai`i, to occur within six months of the date that this resolution is <br /> adopted. <br /> BE IT FINALLY RESOLVED that the County Clerk transmit copies of this <br /> resolution to the Honorable Mayor William P. Kenoi, to the Honorable Mayor Choukou Taira of <br /> Kumejima, Okinawa, and Charmaine Shigemura, County of Hawai`i Sister City Protocol <br /> Officer. <br />
