Honorable Members of the Hawai`i County Council <br /> May 5, 2011 <br /> Page 8 <br /> This budget plans for the recovery that we know is coming, and lays a foundation for the <br /> community that we want to become. It also assures that we will live within our means until a <br /> complete recovery arrives. <br /> In closing, I would like to strongly urge the council to keep the budget deliberations as open and <br /> transparent as possible in the weeks ahead. The decisions we are making — which programs will <br /> be cut, which positions will be unfunded, and where we will apply our limited resources — have a <br /> direct impact on services that are vitally important to the public. Members of our community <br /> want and deserve an opportunity to testify on these important issues. We must listen to them, and <br /> we must carefully consider their testimony. <br /> The council has been reviewing the administration's proposed budget since March 1, and we still <br /> have not received a single proposed amendment from any member of this council. In the interest <br /> of transparency and fairness, I strongly urge this council to give fair and proper notice so the <br /> public will have at least two weeks to consider and testify on any proposed amendments to the <br /> fiscal year 2012 operating and capital budgets. <br /> My staff and I welcome the opportunity to discuss this budget in further detail with you and to <br /> answer any concerns that you may have.
