REQUEST: <br /> An Ordinance authorizing the Mayor to enter into an intergovernmental agreement for a State Water <br /> Pollution Control Revolving Fund Loan for Wastewater improvement projects and authorizing the issuance of <br /> $2,300,000 General Obligation Bonds of the County of Hawai'i for the purpose of financing the following <br /> project: <br /> Pua Sewage Pump Station — Pump Replacement $2,300,000 <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> The State Department of Health has indicated that funding through the State Water Pollution Control Revolving Fund Loan <br /> Program will be available for the Pua Sewage Pump Station — Pump Replacement project. This project is scheduled to start <br /> in the first quarter of FY11 -12 and is included in the proposed FY11 -12 Capital Improvement Program Budget. <br /> This project involves replacement of three (3) existing Flygt pumps with three (3) each 250 HP sewage pumps to maintain <br /> the existing Design Capacity of the facility; installation of one (1) each 25 HP "Jockey Pump" to accommodate average daily <br /> flows to the facility; replacement of the existing Control System including a redundancy and a manual override; and removal <br /> of the existing Variable Frequency Drives which will no longer be utilized under the new control system scheme. <br /> All pumps are projected to be Flgyt N -pumps having a unique impeller design demonstrating a high and sustained efficiency <br /> by preventing the accumulation of fibrous and deleterious material on the impeller by forcing it into the volute. This non - <br /> clogging and self - cleaning feature effectively reduces the energy consumption and resources spent in providing emergency <br /> repairs and maintenance within the associated downtime. The hydraulic design of the Flygt N- impeller technology is <br /> guaranteed to deliver energy savings of at least 25 percent when compared to utilizing a channel or vortex impeller <br /> wastewater pump. <br /> The control system scheme will be such that the 25 HP pump is utilized to accommodate average flows of 2 MGD for <br /> approximately 75% of the time with one (1) 228 HP pump utilized during periods when flows exceed 2 MGD.
