PURPOSE The purpose of this Supplemental Traffic Report ( "Report") is to evaluate the traffic impact of Lot E ( "Project ") on the Puapua'anui Street and Paulehia Street intersection pursuant to the request of Council Member Brenda Ford. It is assumed that the primary access to the Project will be at its makai boundary through Parcel 42 and connecting with Paulehia and Puapua'anui Streets to the south in the adjacent Pualani Estates Subdivision. II. STUDY AREA CONDITIONS All study area conditions remain the same as the original report as well as all assumptions. The traffic volumes used were taken from the original counts for the study. Distribution of turning movements was performed in the same manner as the original report. III. ANALYSIS A baseline traffic was computed from the turning movement off Queen Ka'ahumanu Highway (QKH) and also that of Hualalai Road. Since Paulehia Street lies roughly half -way between QKH and Hualalai Road, the eastbound and westbound movements were determined at each intersection and averaged to determine an eastbound and westbound total leaving the intersection of Puapua'anui Street and Paulehia Street. In order to determine a baseline of turning movements at this intersection a simple trip generation was performed for lots facing Paulehia Street, both north and south of the intersection. The direction of movement was determined by the traffic flow direction on Puapua'anui Street. See the following tables. There are four streets east and four streets west of this intersection. These streets contribute to the traffic at QKH and Hualalai Road. IV. CONCLUSION This supplemental traffic study concludes that the level of service at the intersection of Puapua'anui Street and Paulehia Street will be "A" or "B" during the AM and PM peak hours and are thus "acceptable levels of service ", in compliance with the Concurrency Requirements for development of the Project, and in compliance with the traffic impact analysis reports of Hawaii County Code Section 25 -2 -46.
