SUPPLEMENT TO LOT E <br /> TRAFFIC IMPACT ANALYSIS DATED MAY, 2010 <br /> TMK (3) 7 -5- 017:043 <br /> I. PURPOSE <br /> The purpose of this Supplemental Traffic Report ( "Report") is to evaluate the traffic impact <br /> of Lot E ( "Project ") on the Puapua'anui Street and Paulehia Street intersection pursuant to <br /> the request of Council Member Brenda Ford. It is assumed that the primary access to the <br /> Project will be at its makai boundary through Parcel 42 and connecting with Paulehia and <br /> Puapua'anui Streets to the south in the adjacent Pualani Estates Subdivision. <br /> II. STUDY AREA CONDITIONS <br /> All study area conditions remain the same as the original report as well as all assumptions. <br /> The traffic volumes used were taken from the original counts for the study. Distribution of <br /> turning movements was performed in the same manner as the original report. <br /> III. ANALYSIS <br /> A baseline traffic was computed from the turning movement off Queen Ka'ahumanu <br /> Highway (QKH) and also that of Hualalai Road. Since Paulehia Street lies roughly half -way <br /> between QKH and Hualalai Road, the eastbound and westbound movements were <br /> determined at each intersection and averaged to determine an eastbound and westbound total <br /> leaving the intersection of Puapua'anui Street and Paulehia Street. <br /> In order to determine a baseline of turning movements at this intersection a simple trip <br /> generation was performed for lots facing Paulehia Street, both north and south of the <br /> intersection. The direction of movement was determined by the traffic flow direction on <br /> Puapua'anui Street.
