No. 212 /Res. 80 -11 <br />Your Committee on Finance, to which was referred Resolution No. 80 -11, reports as follows: <br />Resolution No. 80 -11, transmitted by Director of Finance Nancy E. Crawford via <br />Communication 212, dated May 17, 2011, authorizes the payment of funds of a later fiscal year <br />and of more than one fiscal year for a multi -year contract for services of collection and hauling <br />of recyclables at island -wide solid waste recycle and transfer stations. <br />The current contract for these services expires on June 30, 2011. The Department of <br />Environmental Management (DEM) is preparing an Invitation for Bid (IFB) for the collection, <br />transportation of recyclable material from County recycle, and transfer stations island -wide, <br />which will allow the current 2 -Bin Recycling Program to continue. Since the majority of single - <br />family residences dispose of their waste at recycle and transfer stations, it is essential to <br />maximize recovery of resources by providing convenient, easy to use, and well - maintained <br />recycling drop -off centers at all recycle and transfer stations. The Department of Environmental <br />Management indicates that the recommended contract is for an initial three -year term, with two <br />twelve month options for extension. <br />A proposed amendment was transmitted via Communication 212.2 from Council member <br />Brenda J. Ford, dated May 27, 2011. Ms. Ford commented "a not to exceed amount" in this <br />amendment was provided by the Department of Environmental Management. This will add the <br />financial information needed in the proposed resolution. <br />The amendment, as amended, was carried. <br />Director of Environmental Management Frank DeMarco and Director of Finance Nancy <br />Crawford appeared before Your Committee. <br />Mr. De Marco provided their estimate includes taking current contract amount with an average <br />on collection and hauling of recyclables protected tonnage from each transfer station. This <br />calculation also includes 3% inflation factor. The "not to exceed $190 per ton" is the amount <br />determined by the department and is in this proposed amendment. <br />FC Rept.
