Exhibit C - Request for Proposal Process <br />The County distributes its CDBG and HOME allocations through a <br />Request for Proposal (RFP) process. This competitive process is <br />intended to ensure that the projects funded by the County are <br />consistent with the County's Consolidated Plan (CP) priorities <br />and objectives, are eligible for CDBG and HOME funds, and can be <br />implemented in a timely manner. <br />In order to rate and rank the projects, the OHCD has developed <br />the County project selection system. The system is intended to <br />ensure that the projects submitted to HUD are eligible for funds <br />and can be implemented in a timely manner. The project must <br />also be consistent with the priorities and objectives in the CP. <br />Three raters review each project proposal. Projects that meet <br />the threshold requirements are rated. The scores are totaled <br />and the projects are ranked in order of the points awarded. The <br />project proposals that do not meet the threshold requirements <br />are deemed not eligible and not rated. <br />Based on the ratings, the OHCD contacts each applicant to <br />determine whether the project can be completed with the amount <br />of funds that is recommended. The final recommendation is made <br />by the OHCD and provided to the Mayor for concurrence and to the <br />HCHA and Council for approval. <br />2047hnmf <br />
