No. 887/Bill No. 305 <br /> <br /> PLACE: Council Chambers <br /> <br /> TIME: 10:35 A.M. <br /> <br /> Council Chair and Members <br /> <br /> Hawaii County Council <br /> <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Bill No. 305, reports as follows: <br /> Bill No. 305, transmitted by Council Member Bobby Jean Leithead-Todd, via Communication No. 887, <br /> <br /> dated August 10, 2000, amends Chapter 2, Article 15, of the Hawaii County Code, by adding a new <br /> section relating to the Code of Ethics. <br /> This measure proposes to require the County Council, Mayor, County Department Heads, Members of <br /> <br /> Board and Commissions and employees with regulatory functions, such as building inspectors, to report <br /> <br /> any gifts over $200. To amend the County Code of Ethics to follow the language contained in the State <br /> <br /> Code of Ethics. <br /> Said bill also proposes that a county agency shall not enter into any contracts over $10,000 with <br /> <br /> organizations in which a county official has controlling interest. Exceptions to the proposed law would <br /> <br /> include contracts awarded through a sealed bid process or if the agency notifies the Board of Ethics ten <br /> <br /> days before awazding the contract. <br /> Your Committee, during its discussion of Bill No. 305, made the following amendments: <br /> 1. Page 6, Section 2-91.5(a)(1). "The officer or employee, or spouse or dependent child of <br /> an officer or employee, received directly or indirectly from one source any gift or gifts <br /> valued singly or in the aggregate in excess of [$200.00] 100.00, whether the gift is in the <br /> form of money, service, goods or in any other form." <br /> 2. Page 6, Section 2-91.5(b).
