No. 874.3/Bill No. 268, Draft 2 <br />PLACE: Council Chambers <br />Kona, Hawaii <br />TIME: 2:17 p.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Public Works and Parks and Recreation, to which was referred Bill 268, <br />Draft 2, reports as follows: <br />Bill 268, Draft 2, transmitted by Councilmember Pete Hoffmann, via Communication <br />No. 874.3, dated September 21, 2010, proposes the adoption of the 2008 National Electrical <br />Code .(NEC) with amendments, with the exception of the administrative portion of the code <br />which varies by each County. There are substantial changes to most sections. <br />The legislative history of Bill 268 Draft 2, is as follows: <br />• Originally heard by the 2008 -2010 term Committee on Public Works and <br />Intergovernmental Relations ( PWIRC) on August 3, 2010, and postponed to the call of <br />the Chair; <br />• On August 16, 2010, Bill 268 was waived from PWIRC to the full Council; <br />• On September 9, 2010, the Council amended Bill 268 to Draft 2 and then postponed <br />action on the Bill and related communications; <br />• At its March 16, 2011 meeting, the Council heard Bill 268, Draft 2 and "recommitted" <br />the Bill and related communications back to the Committee on Public Works and Parks <br />and Recreation ( PWPRC); <br />• On May 16, 2011, Bill 268 Draft 2, was postponed in the Public Works and Parks and <br />Recreation Committee ( PWPRC) until June 14, 2011. <br />Department of Public Works Director Warren H.W. Lee, gave a brief PowerPoint presentation at <br />the committee meeting informing Your Committee and the, public about the changes in the Bill <br />and the rational for adopting the 2008 National Electrical Code (NEC) at this time. Warren Lee <br />explained that when the Department of Public Works began the process of updating the County's <br />Electrical Code in 2007, the 2008 NEC was the most recent and that they should be allowed to <br />continue the current process of adopting the 2008 NEC while refining the process to make it <br />easier to adopt updated codes in the future.
