FROM: Jim Spielman <br /> PO Box 925 <br /> Na'alehu Hawaii 96772 <br /> TO: Members of the Hawaii County Council <br /> RE: Resolution to hold all rezoning requests in the district of Ka'u until the Community <br /> Development Plan is in place for the district of <br /> DATE: April 19 2011 <br /> QUESTION ONE: <br /> Given the enormous impact the approval of entitlements for existing unimproved <br /> subdivisions will have on the price of land and , by default, its ability to then support <br /> commercial farming: And given the challenges that unimproved subdivisions like <br /> Hawaiian Ocean View Estates, with entitlements to build houses has caused the county: <br /> And given the problems the county has experienced with the Hokulia development: <br /> Will this moratorium include a freeze on granting housing entitlements for unimproved <br /> subdivisions originally improved and intended solely for agricultural use? <br /> QUESTION TWO: <br /> What specifically happens to approval of entitlements for existing unimproved <br /> subdivisions after December of 2012 if the County still has not put in place the <br /> Community Development Plan? <br /> The historical evidence supports the possibility that there still may NOT be a plan in <br /> place by that date IF EVER. <br /> Is there nothing this Council can do to move that process along in a way that listens to <br /> and responds to the hundreds and hundreds of people who came out and talked story and <br /> attended meetings to make sure their ideas would be represented? <br /> AND why did we pay a consulting firm a huge sum of money and then dismiss them <br /> because they were doing their job and listening to and representing the people of Ka'u? <br /> AND why are we now , via county payroll, paying the very individual who hired the <br /> consultants and then dismissed them to write the Community Development Plan which he <br /> has been doing for months or should we say YEARS and in the process leaving a lot of <br /> people very disillusioned. <br /> AND you wonder why it is so hard to get people involved in the process of government. <br /> Thank you for the opportunity to address the council with my concerns. <br /> Aloha <br /> Jim Spielman <br /> COMM.
