This is legally mandated. The Kona Community Development Plan <br /> (KCDP) calls for the identification and protection of green and open spaces in <br /> and around healthy communities. The top priority of the KCDP Action Committee <br /> by unanimous vote is development of the Open Space Network Program. KCDP <br /> sought to start the Open Space Network (OSN) Plan within one or two years — <br /> but it's been almost 32 months already.
