16. Archaeological Resources: Since the property was and continues to be used for cattle <br /> grazing, no commissioned archaeological survey was conducted. It is expected that no <br /> archaeological or historic features exist on the property. The applicant has requested a <br /> "no effect" letter from the State Department of Land and Natural Resources Historic <br /> Preservation Division (DLNR - SHPD). There has been no response and the Planning <br /> Department is processing this application because the deadline for response under SHPD <br /> rules has expired. <br /> 17. Cultural or Native Gathering Rights: There is no evidence of any traditional and <br /> customary Native Hawaiian rights being practiced on the property, nor existence of any <br /> known valued cultural, historical or native resources in the area. <br /> 18. Public Access: There is no record of a designated public access to the shoreline or <br /> mountain areas that traverses the property. <br /> PUBLIC UTILITIES AND SERVICES <br /> 19. Access: Access to the lots is proposed to be from Mamalahoa Highway, a County <br /> arterial roadway with an approximate 20 -foot wide pavement with grass shoulders all <br /> within an approximately 50 -foot right -of -way. According to the applicant, two (2) of the <br /> proposed lots would secure their access via a 25 -foot wide access over the proposed lot <br /> fronting the Highway. This easement would have a 14 -foot wide pavement or possibly <br /> less, if a variance is secured. According to the General Plan, Mamalahoa Highway shall <br /> be improved to an 80 -foot right -of -way. The Department of Public Works commented <br /> that the applicant shall provide a 15 -foot wide future road widening setback along the <br /> entire subject property frontage of Mamalahoa Highway. Additionally, the applicant <br /> should allow for the future extension of Hauhoa Street by creating a roadway easement, <br /> similar to what was required under Ordinance 05 -169 for the rezoning of the adjoining <br /> property to the east. <br /> 20. Water: According to the Department of Water Supply, water can be made available <br /> from an existing 6 -inch waterline along Mamalahoa Highway. <br /> 21. Wastewater: As there is no municipal sewer system in the area, wastewater will be <br /> disposed of by a cesspool or individual wastewater system, meeting the requirements of <br /> the Department of Health. <br /> -3- <br />
