The Honorable Dominic Yagong, Chairman <br /> and Members of the County Council <br /> Page 5 <br /> Waimea Policy No. 2 is "Responsible Growth ", which is to be an overarching <br /> land use policy for Waimea. Adequate infrastructure, including roads, water supply, <br /> electrical power, drainage structures, schools, and parks, shall be provided by public <br /> and/or private entities before any large -scale new residential or commercial projects can <br /> be considered for approval by the County. <br /> There are several strategies to achieve the Responsible Growth policy for <br /> Waimea. Strategy 2.1 states "The County should carefully evaluate and condition, as <br /> appropriate, any rezoning that would negatively impact important agricultural lands or <br /> culturally, visually and environmentally important open spaces or resources in Waimea." <br /> Time will be needed to implement a number of important open space preservation <br /> tools and programs, including acquisition of fee interest or conservation easements for <br /> important pu'u and some of the East Waimea farm and ranch lots. While these tools and <br /> programs are being put into place, private lands that are currently zoned A -5a, A -10a, A- <br /> 20a, or A -40a should retain their current zoning. Exceptions can be made for affordable <br /> housing, agricultural cluster subdivisions, and small -scale rezonings of 4 lots or less that <br /> may assist families in allowing their children to obtain individual properties. Given the <br /> fact that this rezoning is less than 4 lots and is to assist in allowing the applicant's family <br /> to obtain an individual property, the proposed request is consistent with the South Kohala <br /> Community Development Plan. <br /> The proposed request will result in a more appropriate land use pattern that <br /> will further the public necessity and convenience and the general welfare. When <br /> considering an amendment initiated by a property owner or other person who proposes to <br /> change the district classification of any property, the director shall also consider the <br /> purposes of the existing and proposed district and the purposes of the Zoning Code and <br /> shall recommend a change in a district boundary only where it would result in a more <br /> appropriate land use pattern that will further the public necessity and convenience and the <br /> general welfare. <br /> In considering the purpose of the existing and the proposed district classification, <br /> the request does not changing the district classification of the property, which remains <br /> Agriculture, but seeks to change the minimum lot size from 40 acres (A -40a) to 5 acres <br /> (A -5a). If approved, the approximately 17 -acre property will be able to be subdivided <br /> into 3 lots approximately 5 acres each in size. The zoned district classification will <br /> remain Agriculture and the purposes of the existing district classification will remain the <br /> same. <br />
