Chapter 17, article 1, section 17 -1 of the Hawai`i County Code 1983 (2005 <br /> Edition, as amended) is amended to read as follows: <br /> "Section 17 -1. Title and purpose. <br /> (a) This chapter shall be known as the "plumbing code," may be cited as such, and will <br /> be referred to herein as "this code." <br /> (b) The purpose of this code is to provide for the protection of the public health and <br /> safety by establishing minimum regulations for the installation, alteration, or repair <br /> of plumbing, gas, and drainage systems and the inspection thereof." <br /> SECTION 2. Chapter 17, article 1, section 17 -3 of the Hawai`i County Code 1983 (2005 <br /> Edition, as amended) is amended to read as follows: <br /> Section 17 -3. Definitions. <br /> As used in this code, unless otherwise specified: <br /> [ "Administrative authority "] "Authority Having Jurisdiction" means the director of the <br /> department of public works, or the director's authorized representative(s). <br /> "Assistant" means the authorized representative(s) of the [administrative authority.] <br /> Authority Having Jurisdiction. <br /> SECTION 3. Chapter 17, article 2, division 1, section 17 -13 of the Hawai`i County <br /> Code 1983 (2005 Edition, as amended) is amended to read as follows: <br /> Section 17 -13. [rik] Nonliability of the County or its employee for damages. <br /> (a) This chapter shall not be construed to relieve from or lessen the responsibility of such <br /> person owning, operating or installing any plumbing, gas, or drainage systems for <br /> damages to anyone injured by any defect therein. <br /> (b) Neither the County nor any department, board, commission, officer, employee, or the <br /> administrative authority shall be held liable or responsible for any damage or injury <br /> caused by or resulting from the issuance of any permit issued, or any inspection or <br />
