No. 107-11 PLACE: Council Chambers Kona, Hawai`i TIME: 1:35 p.m. Council Chair and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Resolution No. 107-11, reports as follows: Resolution No. 107-11, by Finance Director Nancy Crawford via Communication No. 270, dated June 22, 2011, authorizes the Mayor to enter into an agreement with the State of Hawaii Department of Health. The State Department of Health is providing federally derived funds for the purpose of supporting the Police's efforts to divert appropriate, non-violent individuals with mental illness from the criminal and juvenile justice systems and to refer such persons to more appropriate and effective services. The Hawaii Police Department wishes to develop procedures and train personnel to improve the efficiency and effectiveness of prevention, and early intervention efforts for adults and juveniles with mental illness within the criminal justice system,jointly with the State Department of Health. Pursuant to Section 46-7, Hawai`i Revised Statutes, County Departments must obtain the consent of the Council to enter into agreements with the federal or state governments respecting action to be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds or other assistance in connection with projects being or to be undertaken pursuant to those powers. Hawaii County Police Lieutenant Kenneth Bugado of Accreditation Section appeared before Your Committee. Lt. Bugado explained to the members that this grant will assist in the pursuit of meeting the Committee on Accreditation of Law Enforcement Agencies (CALEA) standards of accreditation, by providing training and procedures for personnel to deal with persons with mental illness.
