No. 107-11 <br /> PLACE: Council Chambers <br /> Kona, Hawai`i <br /> TIME: 1:35 p.m. <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 107-11, reports as follows: <br /> Resolution No. 107-11, by Finance Director Nancy Crawford via Communication No. 270, dated <br /> June 22, 2011, authorizes the Mayor to enter into an agreement with the State of Hawaii <br /> Department of Health. <br /> The State Department of Health is providing federally derived funds for the purpose of <br /> supporting the Police's efforts to divert appropriate, non-violent individuals with mental illness <br /> from the criminal and juvenile justice systems and to refer such persons to more appropriate and <br /> effective services. The Hawaii Police Department wishes to develop procedures and train <br /> personnel to improve the efficiency and effectiveness of prevention, and early intervention <br /> efforts for adults and juveniles with mental illness within the criminal justice system,jointly with <br /> the State Department of Health. <br /> Pursuant to Section 46-7, Hawai`i Revised Statutes, County Departments must obtain the consent <br /> of the Council to enter into agreements with the federal or state governments respecting action to <br /> be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds <br /> or other assistance in connection with projects being or to be undertaken pursuant to those <br /> powers. <br /> Hawaii County Police Lieutenant Kenneth Bugado of Accreditation Section appeared before <br /> Your Committee. Lt. Bugado explained to the members that this grant will assist in the pursuit <br /> of meeting the Committee on Accreditation of Law Enforcement Agencies (CALEA) standards <br /> of accreditation, by providing training and procedures for personnel to deal with persons with <br /> mental illness. <br /> FC Rept.
