REPORT OF THE <br /> COMMITTEE ON GOVERNMENTAL RELATIONS <br /> DATE: August 2, 2011 Re: Comm. 275/Bill 72 <br /> PLACE: Council Chambers <br /> Hilo, Hawai`i <br /> TIME: 1:38 p.m. <br /> Council Chair and Members <br /> Hawai`i County Council <br /> Hilo, Hawai`i 96720 <br /> Your Committee on Governmental Relations,to which was referred Bill 72,reports as follows: <br /> Bill 72,transmitted by Councilmember Brenda Ford via Communication No. 275, dated July 13, <br /> 2011,recommends to repeal provisions for meeting notice that are no longer applicable to <br /> special meetings and adds reference to the Hawaii Revised Statutes(HRS) for notice of regular, <br /> special,rescheduled and emergency. The purpose is to align the County Charter with the HRS. <br /> Ms. Ford explained that the stricken portions in the Charter, which have existed for many years, <br /> are obsolete as this section of the Hawaii Revised Statutes has changed. This bill will bring the <br /> Charter in line with the HRS. As a Charter amendment,this bill requires placement on the 2012 <br /> ballot. <br /> Mr. Pilago asked for clarification of whether the emergency meeting notice requirements are <br /> different in the Charter and the HRS.
