Box 6728 <br />Ocean View, HI 96737 <br />808 - 990 -3992 <br />kiguerreiro @gmail.com <br />July 6, 2011 <br />Chair and Members of Hawaii County Council Planning Committee <br />25 Aupuni St. <br />Hilo, HI 96720 <br />Dear Chair and Hawaii County Council Planning Committee Members; <br />I, Karen Guerreiro, resident and land owner of Ka'u, provide testimony today in support of <br />Councilwoman Brittany Smart's proposed Resolution 60 -11: RESOLUTION TO TEMPORARILY DELAY <br />COUNCIL ACTION ON GENRAL PLAN AMENDMENTS AND REZONING APPLICATIONS IN THE DISTRICT OF <br />KA'U UNTIL THE KA'U COMMUNITY DEVELOMENT PLAN I5 ADOPTED BY ORDINANCE, OR UNTIL DEC. 31, <br />2012, WHICHEVER SHALL OCCUR FIRST. <br />I am gravely concerned as to WHY we need this resolution. Had we stayed the course in the <br />development of the Ka'u CDP, we would not need this resolution. Had we stayed the course, stayed the <br />process, and reviewed the existing draft Ka'u CDP, produced and presented to planning by our initial <br />consultant for Ka'u CDP, PlaceMakers we could be celebrating a completed Ka'u CDP or at least nearing <br />adoption of Ka'u CDP. But instead we are stuck with delay after delay after delay. <br />The first in the series of many delays was the outline for the draft Ka'u CDP. PlaceMakers designed an <br />outline for the Ka'u CDP, submitted it to the county for approval, Ron Whitmore disapproved. Ron had <br />designed an outline for the Ka'u CDP that was 5 x's bigger than PlaceMakers' outline. After much <br />discussion between PlaceMakers and Ron, PlaceMakers had to concede all outline designs to Ron. Per <br />Howard Blackson of PlaceMakers, "Ron won." <br />Next delay was PlaceMakers' preferred draft Ka'u CDP. The preferred draft, drafted by PlaceMakers <br />utilizing Ron's 5x's larger outline and submitted to Ron and county planning department, was the first of <br />three planned drafts, each being presented to the stakeholders, the county, the Steering Committee and <br />Ka'u community -a process designed to tailor make the Ka'u CDP to and for Ka'u. PlaceMakers drafted <br />the preferred draft Ka'u CDP with the focus and direction: "Doing less is more....Fixing what we <br />have....and to not change 180 degrees to urbanization."
