8/23/2011 <br />6 <br />Audit Finding 4 <br />• Develop program activities strategic plan to be used as a foundation for future <br />budget planning. <br />Summary — through improved planning of new, maintenance, and rehabilitation <br />projects, better use of resources and funding will be realized. <br />RoadSoft GIS addresses this via: <br />i. Strategy Optimization module — optimize road maintenance strategies based on <br />a variety of treatment options, given periods of time, and set budget allotments. <br />2. Safety module — use of traffic accident data and volumes to generate accident <br />frequency, rate, and trend information used for the proper planning safety <br />improvement projects. <br />3. Sign Inventory module — through optimized inspection and maintenance cycles <br />will be able to budget properly and maximize use of resources in order to meet <br />the minimum sign retroreflectivity requirements. <br />• <br />Audit Finding 5 <br />Coordinate with HPD to establish a systematic method for identifying, recording, <br />and transferring traffic accident location data to facilitate efficient traffic safety <br />analysis and reporting. <br />Summary — work with HPD to develop an improved system of traffic accident <br />reporting that can be used for traffic accident analysis and safety improvement <br />project planning. <br />RoadSoft GIS addresses this via: <br />1. Safety module — allows for proper traffic accident data to be analyzed and used <br />for safety improvement project planning and to identify problem areas. <br />2.
