Section 9 -20. Rules; Adoption of rules by the board of appeals. <br />The board of appeals shall adopt rules pursuant to chapter 91, Hawaii Revised Statues, <br />necessary for the purposes of the [article.jsection. <br />Section 9 -21. IViolati --a ^ aloe . <br />alter, repair, move, improve, remove, convert or demolish, equip, use, occupy or maintain any <br />building or structure or cause or permit the same to be done in violation of this code. <br />(b) Notice of Violation.
