Page 2 ■ ^ ■ NO . <br /> 1 (1) Would meet the demand of Hawaii ' s residents for <br /> 2 informed choice concerning the foods they consume; <br /> 3 (2) Would provide the basis for limiting dispersal of <br /> 4 seeds from genetically engineered whole foods into the <br /> 5 agricultural landscape and environment, thus <br /> 6 mitigating the adverse environmental, agricultural, <br /> 7 and economic impacts accompanying genetically <br /> 8 engineered crop contamination episodes; and <br /> 9 (3) Could be implemented at a minimal cost to both food <br /> 10 producers and the government : <br /> 11 The purpose of this Act is to require the labeling of any <br /> 12 genetically engineered whole food that is sold in the State and <br /> 13 intended for human consumption in the State. <br /> 14 SECTION 2 . Section 328-1, Hawaii Revised Statutes, is <br /> 15 amended by adding three new definitions to be appropriately <br /> 16 inserted and to read as follows : <br /> 17 ""Genetically engineered food crop" means a plant in which <br /> 18 the genetic material has been changed through modern <br /> 19 biotechnology in a way that does not occur naturally by <br /> 20 multiplication or natural recombination, or both. <br /> 21 "Genetically engineered whole food" means any genetically <br /> 22 engineered food crop in its raw or natural state, including all <br /> 23 fruits that are washed, colored, or otherwise treated in their <br /> 24 unpeeled natural form prior to marketing. <br /> 25 "Modern biotechnology" means the application of in vitro <br /> 26 nucleic acid techniques, including recombinant deoxyribonucleic <br /> 27 acid and direct injection of nucleic acid into cells or <br /> 28 organelles .
